Assisted Outpatient Treatment in the United States: History, Evidence, Implementation, and Future Directions

This presentation will trace the historical development of AOT in the United States, from deinstitutionalization and civil commitment reform to contemporary models of court-ordered community treatment. Drawing on more than three decades of research, the talk will examine what is known about AOT’s effectiveness in reducing hospitalization, improving treatment engagement, and promoting community stability, as well as the conditions under which these outcomes are most likely to occur. The presentation will compare implementation approaches across states, discuss ethical and legal considerations, and explore emerging questions concerning service capacity, patient-centered care, and racial equity. The goal is to provide participants with a balanced, evidence-based framework for understanding AOT’s evolving role in modern behavioral health systems. About the Speaker Jeffrey W. Swanson, PhD, is Professor in Psychiatry and Behavioral Sciences at Duke University School of Medicine and a faculty affiliate of the Wilson Center for Science and Justice and the Center for Firearms Law at Duke University School of Law. Trained as a sociologist at Yale University, he is a social scientist whose research focuses on mental health policy, outpatient civil commitment, violence prevention, suicide prevention, and firearm-related injury. He has authored more than 250 scholarly publications and led some of the first empirical studies evaluating involuntary outpatient commitment, psychiatric advance directives, and risk-based firearm removal laws. Dr. Swanson is a recipient of the Isaac Ray Award from the American Psychiatric Association and the American Academy of Psychiatry and the Law, and the Carl Taube Award from the American Public Health Association. Come and join us for open houses where we offer a view through our 1895 telescope on clear dark nights. In addition, enjoy evening talks and other activities during your visit for people of all ages, from 6 to 100. Tickets are free. Programs normally take place at the observatory on the first and third Tuesday evenings of April through September, rain or shine. The staff are entirely volunteers, including undergraduates from the “League of Astronomers” within the Astronomy Department as well as members of the Seattle Astronomical Society (under the auspices of the UW Astronomy Department). TJO Evening Public Events Sky viewing is the main event of the evening. However, nightfall comes late. So doors open at 8 or 9 PM from April through September (see below for dates and times) while the sky is still light. The first major event of the evening is a public talk by students or faculty. Then, once skies are clear and dark, our spirited volunteers from the Seattle Astronomical Society open the old dome, point the telescope to objects of interest, and public viewing begins once the skies darken unless the skies are overcast. The lecture and other events in the program are always taking place until the observatory closes for the evening — no matter what the weather. You will enjoy the 1895 “transit room” with ornate 19th century brass equipment that was used to calibrate the time on precise clocks used throughout the state. (Time is now kept with atomic clocks at the U.S Naval Observatory.) Our volunteers also have live exhibits that appeal to everyone. The TJO honors the remarkable career of Prof. Theodor Jacobsen at UW between 1928 until his death at age 102. (His last book was published in 1999.) Built in 1895, the Observatory and its lovely brass 6-inch refracting telescope are presently committed to public viewing and exploration of the wonders of the Universe. The telescope was designed in the days before electricity was common. So, the telescope tracks the sky using its original gear-and-weight mechanism—much like the wind-up drive of a grandfather clock. It was used by UW astronomers for research until about 1945. Note: there is an ADA ramp to the classroom inside the observatory; however, access to the dome is possible only via a narrow wooden stairway built in the 1890s. We urge you to dress warmly! A special thanks to members of the Seattle Astronomical Society for their many years of participation at the TJO and dedication to public outreach! This session will cover what to plant in fall, lawn care, how to prepare the garden for winter, and how to maximize seasonal interest and appearance. About this series: Plants and gardens don't live by the written calendar, but by the seasonal cycles and cues of changes in daylight, temperature, and moisture. When gardeners become acquainted with the seasonal rhythms and life cycles in the garden, and learn to work in sync with nature, caring for the garden becomes more of a process and less of a battle with potential garden enemies. This series will help beginning and seasoned gardeners learn how to capitalize on optimal timing and sustainable practices to have a great garden all year long. Students will learn about common plants used for pigments as well as the process of creating watercolor paint from dried pigments. Each student will leave with two watercolor paints created during class. Class fee covers all necessary supplies. Anneke Wilder is an artist and illustrator based in Seattle, WA. Anneke received degrees in Biology and Studio Art, as well as a certificate in Natural Science Illustration from UW. She’s participated in numerous artist residencies at the nexus of art and science and is a contributor to Hyldyr, a publication company that combines art, ecology, and folklore. She draws on her background in the sciences to create detailed watercolors that deal with themes of growth and decay—of our bodies, our culture, and our landscapes. Her work often incorporates natural pigments extracted from foraged organic matter such as plants and fungi, and this exploration allows her to connect deeply with the environments she lives and creates her work in. However, when it comes to serving them up in the kitchen, few of us have learned to take full advantage of these labor-free gifts. This hands-on workshop at Discovery Park includes discussion on gathering ethics, local rules and regulations, safety, and general information about how to cook with weeds. Attendees receive a handy take-home flier with field identification information and cooking tips. Instructor Melany Vorass Herrera studied ethnobotany at Evergreen State College and holds a degree in environmental policy. For well over 20 years, her public policy work focused on such subjects as stormwater, hazardous waste, solid waste, environmental cleanup and the Endangered Species Act. She retired to further pursue her love of plants, especially the edible kind, as well as her love of writing. Improving Information Access for Scientific Documents

Scientific knowledge is only meaningful if people can access, understand, and make use of it. Although open access has removed paywalls for many scientific papers, many barriers remain. Papers may be inaccessible to people using assistive technologies, difficult for non-specialists to understand, or hard to translate into practical applications. Emerging AI technologies create new opportunities to study these challenges at scale and develop tools that improve access, but these transformations also introduce risks around information fidelity and the communication of uncertainty. In this talk, I discuss our work on improving access to scientific and health information. Large-scale analysis of scientific PDFs reveals how access varies across publishers and publication models, including how the growth of open access has counterintuitively impacted document access. I also discuss how machine-learning-based solutions can help identify accessibility failures and support the conversion of PDFs into more accessible formats. Beyond document format, I turn to plain language work, where AI can help transform complex scientific and medical evidence into more understandable forms for healthcare consumers. I connect this work to broader evaluation challenges for LLMs in scientific and consumer health information access, where standard evaluation metrics can fail to capture users’ actual information needs. While AI methods are promising for helping to quantify and address the accessibility challenges around scientific knowledge, we should be cautious about the lack of faithful evaluation, the high prevalence of uncertainty, and high cost of errors in these domains. Bio: Lucy Lu Wang is an Assistant Professor at the University of Washington Information School and an affiliated researcher at the Allen Institute for AI. She leads the Language Accessibility Research (LARCH) Lab, where her research focuses on developing and evaluating AI and natural language processing methods for improving access to scientific and health information, with a particular focus on document accessibility, plain-language communication, and trustworthy information access. Her work on scientific literature mining, document accessibility, and academic publishing trends have been featured in publications such as Geekwire, Boing Boing, Axios, VentureBeat, and the New York Times.
